Yep, kinda dumb...

not sure about Britain, but that's illegal in the U.S. (falsely taking on the mantle of the law). the host/owner of the candid camera show got the schit sued out of him for doing that. he knew it was illegal, but he did a thing in an airport where he dressed up like a security guard, got the ok from the real security guards, set up a fake x-ray conveyor belt, and told people that had to lie on it and be scanned. he's a millionaire from that show, and he was making money by pretending to be a cop and forcing people to do schit they don't want to do. even when somebody said they thought it was a joke, he still told them they had to do it. the airport settled out of court, but the host guy got sued for 300,000. he deserved to be sued bigtime. this one is kinda the same thing. the "cop" is telling them they can't park. pranks are great, but taking on the mantle of the law is basically forcing someone into a prank.
