The observation deck is surrounded by a lot of radar transmitters and receivers. More likely caused by the transmitters. I wonder how much I cooked myself being up there when I was in the Navy. I used to love to watch takeoff and landings.

This happened when I was on the Lincoln, the back half of the jet actually hit the back berthing. I was in the one forward of that and we still had major smoke and some fire. Wow that really did show pilot error, but you know it's not for everyone as I said. Try landing at around 100 mph ready to go full throttle at any second on a small patch in the ocean that is pitching side to side and up and down, running about 30 knots away from you!
The ones that do it day after day make it look easy but it sure isn't!
