Take a look in the road between the cop cars. You will see "stop stcks". The van driver was running from the cops when they set up the sticks in front of him. He tried to steer wide of on set and either lost control or thought that he would only graze the police car.

He was WRONG!!!!!!!!!!!!!!!!!!

Also notice the cop getting the hell outa dodge.
