I think it was after he hit the bus he was fighting with cops.

You see, some people like to be assholes, and will try to fight off the law even when they are nearly incapacitated. They some how think that they will win. Thats why he was running in the first place. He thought he could just get away with it.

Some of the time they get away with it, most of the time they get caught. And 90% of the time they just make it worse on the. Such as getting pulled over for a speeding ticket, then get stuck with evading police, etc etc
