This is a test-run for a protection wall, which is (will be) used around military compounds and such to protect them from intrusion. A normal wall would just collapse. This on the other hand, well, it's obvious.

I expect it was a test of a new barrier designed to stop terrorists from crashing a truck loaded with explosives into some high value target. Works great as long as all you have is a wall and don't need to get ordinary vehicles in and out.
