it is a boot stretcher.... when the tops of boots are too narrow then you wet the leather and insert the stretcher... great for ladies with chunkier calves than normal

Ahha! Figure 3 above with the hole going up the middle for the que would have been an additional clue (though I'm not sure it would have given it away). Couldn't see that in the color pictures at all.
