Let us not forget that the President IS NOT the pinnicle. Congress ALWAYS has the last say. Too many people think the presidents word is law, and it is far far from it.
The president could promise New Orleans a billion trillion billion billion dollars, and congress can say "no." to it.
The presidents position is a figure head, nothing like a dictator or king etc, at all.
