I don't think I want to know why there would be vaseline on a camera lens...

Actually photographers have used vasoline on a filter to get that effect and similar effects...don't use it on a lens...filter is cheaper and easier to clean.....

This is true. Filters for video are harder to come by and for a center spot you can use a piece of plexiglass to cover the lens, take a nickle and hold it on the center of it and then take and streak clear nail polish so everything goes soft except where the nickel was!

Cokin has a set of filters and mount for just about every size lens....they are fairly cheap and work real well......

I do have a bunch of them but their center spot was too severe so I made my own!

Would this give you an opposite effect of what we see here, basically.

The center (where the nickle was) is sharp and clear and everything else is very soft focus.

Now, if I want an effect I use photoshop. Once you use a filter it is extremely difficult to undue the effect. By shooting the original with no filtration anything then can be added later.
