Yep, that'd be my guess too.

Observation:

Reminds me of the (obviously) rookie* highway cop I saw a couple weeks back. There was a large box in the middle of the road and I was getting ready to stop and remove the hazard so I checked my mirror and hey there's the police right behind me and pulling onto the shoulder! Sure enough they stopped put on the lights and took care of it!

* If it was not a rookie then I commend the officer for doing his/her duty. All my years on the road this is the first time of many many oppurtunities I've seen it. On a few occasions I've seen the police just roll right on by instead.
