I believe that's one of the characters from "Twisted Metal Black" a racing video game where instead of racing you blow up the other cars with different weapons. Fun game, but still doesn't beat the Grand Theft Auto games. I'm just about finished with the main story line of Grand Theft Auto IV. It's an awesome game.
