Like Debz says, I use Paint. Once in Paint:

1. Select Elipse (the oval icon on the left) and set the colour to white.
2. Place the cursor where the top left of the bubble should go, press the left mouse key and drag to the bottom right corner. This will create the border of your thought bubble.
3. Click View Zoom Large size. I do this to make the next stage easier to perform.
4. Select Erase from the icons on the left and choose the eraser size you prefer, and use it to clear the inside of your elipse.
5. View Zoom Normal size.
6. Select Text from the icons on the left.
7. Select the Draw Opaque icon (the bottom one) which appeared when you selected Text.
8. Write your text over the top of your bubble.

At least that's how I do it - if anyone has a better/quicker way I'm sure they'll let us know.

Open Office 2.2-draw works with thought bubbles directly.

Instead of using the eraser, try selecting the oval then the second box that comes up whe oval is shown... it will give a solid white oval. And select the paint brush to give the thought dots. Select the polygon lines, again second box and do a triangle to do the speak arrow.

Thanks Debs! I knew there was a way, but damned if I could remember it - I don't do this sort of editing very often.

Revised instructions thanks to Debs:

1. Select Elipse (the oval icon on the left) and set the colour to white.
2. Select the second or third of the new icons which appear on the bottom left.
3. Place the cursor where the top left of the bubble should go, press the left mouse key and drag to the bottom right corner. This will create the thought bubble.
4. Select Text from the icons on the left.
5. Select the Draw Opaque icon (the bottom one) which appeared when you selected Text.
6. Write your text over the top of your bubble.
