I think it's a damsel fly.... much smaller than a dragon fly and they look like jewels flying over the lakes... all different colours

Debz is right, that's a damselfly. Dragonflies rest with their wings outstretched, and the rear wing has a broader base. Damselflies also have seperated eyes.
