In the states a double yellow line runs down the middle of many roads to denote lanes... perhaps there were concerns some 90 year old driver would just drive up the sidewalk/wall following the line.

In the states thats called tagging...spray painting graffitti on someone elses property...theres a comparison website of andy warhol and banksy... banksy is a pale white trash kind of limp competitor...warhol got paid for his instead of the potential to go to jail like banksy has.

TAGGING IN THE UK IS JUST SPRAYING AN INTIAL OR NAME.NOT DRAWINGS ECT;THIS JUST LOOKS A MESS. Is it a male or female cop? Looks male to me. Personally I would not like drawings on public walls showing some guy, even if he is a cop, groping a little girl. Sends a message to young girls that it is okay for "authority figures" to cop a feel. Artistically it is a good drawing.
