I don't know for positive, but it is U.S. based, and the time seems to coincide with the west coast time zone. That zone is three hours behind my time, so if I post a comment at midnight here, it posts as 9 pm.

Well it's 22:34 h. here and I have noticed many time discrepancies involved....sometimes multiple hours...sometimes involving the order of the comments posted...sometimes involving comment notifications on my mail.

It's bi-coastal.

It's run from the east coast (doesn't matter where). But, some other crap (forgot the technical term) is based on the west coast.

Hence...bi-coastal.
